Bug Information Title:  FKs not completely sync'ed Text:  When you use the synchronize utility to send your model to the database, I noticed that the lates version does attempt to create the foreign key constraints. However, it does not seem to obey the ON UPDATE and ON DELETE rules that are specified--they seem to stay at NO ACTION.
